The Restart / Reconnect function can only be executed in a distributed database. It performs the second phase of the Operating / Restart / Restart Local function. Before Operating / Restart / Reconnect can be executed, Restart / Restart Local must have been performed. It can be useful for time and performance reasons to deliberately execute the two phases of Restart / Restart Local in two steps.
